FR: New Channel Permission - Read Message History Except Tagged

I would like to propose a feature for discord for moderating text channels. A new channel permission called ‘Except Tags’ under ‘Read Message History’ option. If you disable the Read Message History, any users who are not online that time will not be able to see the message. However, if we have an option that we can enable, we can allow them to see the history of the channel as long as they are tagged in the message itself. (Roles does not apply, should be user tag only - but can be considered also) Usage: It’s good for Announcements specifically for group of people. Or for managing events etc.
