Server Permissions lack possibilities

Quick example of what my problem is:

Imagine you have 3 seperate categories. Category 1 belongs to group 1, category 2 belongs to group 2 und category 3 belongs to group 3.

A member of group 3 cannot internet with categories 1 and 2. Now imagine each group has an admin that has the possibility to assign the role of his own group to members.

The current way permissions work I will have to setup something like this:

Superadmin

Group 1 Admin

Group 1

Group 2 Admin

Group 2

Group 3 Admin

Group 3

Since Discord permissions apply from top to bottom, this will work fine for group 3. Group 3 Admin can assign Group 3 to members. However, Group 2 Admin will now be able to assign Group 2, Group 3 Admin and Group 3 to members and Group 1 Admin will be able to assign everything except Superadmin.

So what Id expect is that permission groups can be placed next to each other in some kind of tree like in this screenshot:

So now, Group 1 Admin will be able to assign roles below him but only inside his own tree.
