Make server verification High prevent DMs for 10 minutes

Server verification High makes a user wait 10 minutes before sending messages on a server. Please consider making it also prevent a user from DMing people through the server until 10 minutes elapse.

This would give server administrators and moderators a chance to react to bot raids and ban bots before they get a chance to spam DM scams. As it stands right now, bots can do so immediately upon joining.

If Discord Trust & Safety won't do anything about bots and raids, please at least do this.
