Make "Don't Show Again" Pop-Ups Optional

I want the "Don't show again" pop up back as I pressed it by accident. Especially for links, this  prevents me from clicking ip grabbers. Many of my friends have been hacked in the past and there were various times when I almost pressed those links so I'd really appreciate it if I could get the pop up back again.
