Add ability to transfer ownership of group DM's via Voting
If an account is banned, deleted, deactivated, or simply inactive on Discord, and they have ownership of a DM call, it is currently impossible for a transfer of ownership to take place, meaning once the limit of people has been reached, no one else can join unless others willingly leave the chat, and no changes can further be made to the group chat. I feel like this needs to be changed, as this can be detrimental to people who have group DM's that have history for them and others.
Not 100% sure how it could be implemented best, but my idea is to allow the creation of a vote conducted by the people in the group chat, where users who have been active within a recent timeframe (say, a few days, weeks, or months), and who have been in the group DM for a specific period of time (to prevent users joining and immediately calling a vote) could create a poll to transfer ownership to themselves or another user in the group chat.
So, as an example, if a group DM had 10 members, but only 7 have been online in, let's say, the last month, and of those 7, only 3 have been in the group chat for more than 2 weeks, only those 3 users can create and participate in a vote to transfer membership. An additional feature to edit the timeframes could be added as well, alongside the ability to change a group DM's name and profile picture, or possibly even an automatically-changing timeframe that increases the length of the timeframe the longer the DM has existed, only allowing users who have been there from the beginning to have full control of votes. And if a majority of people in the group chat who are able to participate vote on it, it passes and ownership can be transferred. This would prevent someone being transferred ownership unless the majority of other DM participants agreed with the transfer. Even if this isn't possible or a good idea, just the ability for it to be possible for someone to contact support and transfer ownership as per their request would be nice, considering (as of now) there is no possible way, even with contacting support, for this to be done.
