If the user is currently in voice chat on another device, allow the user to begin streaming from another device, a la Google Meet's Companion Mode.

With more portable devices such as the Steam Deck coming to market, some users may want to stream a game from a portable device, but remain in call on their desktop or mobile device for whatever reason.
