Rank Permissions

When I set up rank permissions for the leaders, I would like them to be able to create events using raid helper, so I give them the manage event permission, but without admin rights as I don't want them to have the permission to be able to make changes to the server.  Because of this they cannot create the events which is frustrating.  How can I set it up so they can actually create events without giving them administrative rights ...
