Voice channel rules

Simple one. On both private and community servers add an option for a rule popup for voice channels that the user has to agree to in order to join the channel.

This popup would function the same as the rules popup for community-enabled servers.

To add even more functionality, allow the user to join without agreeing but they cannot speak/have to use PTT until they agree.

  This would be very helpful on channels designated for live streaming/broadcasting so that users joining are aware they're subject to the ToS of Discord and whatever service is being used to broadcast.
