[Idea] Custom Channel 'Information Bar' Above Message Bar

Discord should implement a custom 'Information Bar' above the message bar.

This custom bar could be used in various of different ways and I believe would help a lot of servers be able to get a small piece of information to users before typing within a specific channel in real-time.
Whether that's to inform user's to read the pinned messages like the example above, offer status updates, locking a channel and providing a reason, enabling cooldown and providing a reason, and much more! The limit is boundless!
For this suggestion, I would say limit the 'Information Bar' to only one line of text, possibly two. And the text placed in the Information Bar would not expire. (Unless you think adding a timer system to this would be even better-- go for it!)
There would be two ways I could see this idea implemented from a design aspect.
[1] For the first option, Discord recently implemented a reply system and it uses a bar above the message bar, shown below. The 'Information Bar' would take advantage of this space!
Similar to Twitch, which uses this space to inform viewers about what type of chat setting is enabled on a streamer's chat. While it wouldn't be completely the same, the Information Bar's main purpose would be to inform others.
[2] Or the second, and my personal preferred option. Discord could introduce an Embed-like bar above the message bar that would highlight in the custom color of your choice.
In this example, as previously shown at the beginning, would be very similar to how pings are sent out and highlight the background of the message. This would be similar, however would NOT ping anyone in the Discord server or channel.
This 'Information Bar' would be editable through the channel settings, preferably a new text box option right below the channel topic text box. Or possibly somewhere else in the Overview tab.

*Not shown in example: Ability to change the color of the embed-like Information Bar in the second option above.
I believe a good placement for everything would be to introduce a new section of the Overview tab that has the Information Bar text box alongside the color picker (similar to Roles in server settings).
FAQ
Why not just use the channel topic section that's already there?
The channel topic space has become a way to describe the channel itself, not to provide important info or updates in real-time. The Information Bar would do just that.
Why not just use pinned messages?
Pinned messages are not at the bottom of the channel where everyone will see them while typing and disappear after awhile in large communities with tons typing at once. The 'Information Bar' would give user's important info in a compact way right in their eye of view.

This is a wonderful idea I find would be incredibly useful, especially in public communities with thousands of users. Definitely want to see this added.

noodlezilla Thank you! That was a part of the main purposes for this idea. Large communities struggle to keep the chat calm at times. While you can enable cooldown, this provides a reasoning to everyone, without having to ping any or all users. And that way, no one is confused to a Staff member on a particular server took that action.

This would be amazing for big communities that are looking to show their new members what the channels are all about! It’s such a great idea, and definitely could use the reply space!
