Pop-up main notifications

Hello, i would like to offer, introduce (Notifications) (something like on my screen)
With some colors, text and transparent background, and this main notification will be always on the top, so even if people will scroll down chat, this notifications always will be displayed. Also with options to set this kind of notification on 1 channel or at many on same time (maybe timer when this notice will appear and disappear) Something like this kind of notifications will help us a lot to get informed our community with main or important news!
