Is this grounds for a report?

There's a discord server dedicated to "sniping" other player's win streak in video games. "Sniping" a win streak is basically using tactics to queue the targeted player and then *cheating* on them to ultimately end their streak of wins. All of the members involved are purposely obnoxious about it and it's gotten extremely infuriating. Reporting them to the game owners is futile, so I was hoping this would be grounds to get their discord server terminated. This wouldn't be as infuriating if this group didn't CHEAT. I'm hoping the fact that they cheat justifies a report.

P.S. They will take bribes in the form of nitro boosts. Basically, they have a "safelist" in which they'll add your name to let all their members know not to snipe you as long as you boost their server. Currently, the server has 30 boosts.
