Make the ability to pin messages a stand-alone permission

I don’t about anyone else, but I find it really annoying when I want to give my friends the ability to pin messages and I’m forced to give them the ‘manage messages’ permission all together. I want them to be able to pin their favorite moments in the server, but I don’t want them to constantly be deleting messages at the same time.
