If somebody @mentions you and then delete the message, you will still get the marker.
I think that if a message containing a @mention gets deleted the ping marker will get removed or at least let the user who got @mentioned know who pinged them so they can report it if the server they are in does not allow ghost pings.

  Yes! However if you are on Android, there is a neat trick you can use to find who pinged you. https://www.google.com/search?q=android+notification+log
