Pinned Message Notice

I have a suggestion for something be great for community servers, software devs, and so on. When a message is pinned that is new from last visit, have a pop up when someone goes to the channel or the pinned message icon do a red dot and shake to say "Hey, look here"

Example: Evi bot is down. All the users rush to support to find out why the bot isn't working, people asking over and over and over when the dev posted and pinned a message, "Yes, we know it's down. We're working on it."

A "silent @everyone" type message would be good along with this too. It doesn't ping anyone, it doesn't show up on the tray on the left, but it does show a red dot notice on the channel and people can click the list and see what is new.

Mainly the first idea though.
