Room limit

As many of you might know; users and bots with the "Move Members" permission have the option to bypass a voice chat room user limit. Because of this, 5 admins could occupy a room with a limit of 5 members without actually needing those slots, so in my opinion these users *shouldn't* count towards the limit.
