Customizable Role-Ping Cooldown

The ability to have each role set to a custom cooldown when pinged, and where it can be pinged from, and by who.

If say - A person with regular perms is looking for someone to play with (like "Looking for Group"), and there was a @LFG role which is assignable via Dyno bot, then that role would only be pingable in a channel such as #looking-for-group. Once they have pinged it, then they can no longer ping the role for the set amount of time that role has for regular perms.

This can be further customizable by making the cooldown universal, essentially making the role - once pinged, no longer pingable for the set cooldown. Any other features to improve this are welcomed in the comments.
