Limiting character limit for certain users

A setting in role management that is on by default that limits the amount of characters a certain role can type. This would allow server owners and admins to post long announcements but would limit text walls by other server members.

  This is a good idea and useful because it would also limit who decide to send giant off-topic texts, i think.
