Allow restriction of emotes to server custom only

I want people to only be able to use the emotes that I have added on my server.

  There is already a role permission that allows you to enable or disable the use of external emojis for each role you have set on your server.

  No, I'm talking about disabling the ability to use the standard emotes and only allow users to use the emotes I have added.
