Volume consistency

We use the same music bot across many servers, some have it configured with a lower default volume which makes user configured volume (per user/bot) awful cross server. Being able to adjust a user volume per server would help handle bot volume per server changes. On mobile any time you disconnect/reconnect passively, volume from speakers is reset to full volume, ignoring previous settings until they are touched again.
