Change Language of Timestamp

Currently Timestamps sent in chat are always displayed using the selected language of a user. This makes it weird when your client is german, and an announcement you're reading with a timestamp is in english or another language.

Example: “This will happen in 2 Stunden, Donnerstag, 14 September 2023 15:00”

I wish I could configure in which language the timestamp was displayed to prevent such “weirdness” in text flow.

Example on how it could look:
<t:0:de> and <t:0:R:en_gb>
or
<de:t:0> and <en_gb:t:0:R>
will translate to
1 Januar 1970 01:00 and 54 years ago

Language should be changed, date format and 12/24-hour clock format should be kept to the devices selection and location. Language should also be optional, and if left out default to the current behaviour.
