Panel/audience mode for voice channels

Some voice channels operate in a sort of de facto panel/audience mode, where there are several speaker users that are speaking and most users are audience members that are force-muted.

The voice channel user list only offers a simple alphabetic sort. Using the per-user volume controls effectively is difficult when the 3-5 users that can talk are interspersed essentially randomly throughout a list of 50-100 muted users and move around as users leave or join.

It would be easier if the voiced users were grouped together at the top of the list.

It'd be even nicer to have a sort of MC interface to set default speaker mixer levels for the entire audience, so that not everyone has to balance levels for every speaker individually.
