Email notifications
Currently, as confirmed in support ticket 46209763, email notifications don't work except for direct messages. Any other messages, such as channel messages or direct mentions in channels, do not trigger email notifications.
It's also impossible to use the Discord API to check for new notifications, as confirmed in the same ticket. The combination of these two issues seems intentional, as it has the byproduct of making it extremely painful to use Discord without keeping it running at all time to receive push notifications - a degradation of product quality for the sake of a higher active user count.
Obviously, notification volume is not an issue here: large numbers of notifications can be batched together, as Slack does to implement their email notification feature, and emails can be sent at most once per hour, day, etc. If users wish to make use of email notifications as a primary feature, then they can mute servers or channels about which they do not need to be notified.
I can tell from existing suggestions that I am not the only person to report this issue, but there appears to be no working search functionality for this feature request database (you can filter, and sort, but not both at once, making it impossible to check for existing relevant/upvoted requests for a feature), so I am submitting a new one as Discord support requested me to do.
