Make Mutes relevant again (+ a new Mute Tier system)

Why mutes are bad now/How I can improve them

Ever since the Timeout was added in 2021 it has since replaced the Mute and made the latter irrelevant. So why not introduce a new mechanic exclusive to Mutes in order to make them relevant once again. So here's my new mechanics they're called "Mute Transfers" and the “Alt Detector” respectively. The Alt Detect does what it's called it detects on if they are alts or not so you can mute the alt also. Mutes will also now have the features in a Timeout but with more restrictions now it'll be for all accounts in the same account group.

New Mute Tier System

Right now it'll only be 3 tiers and they are

Obstruction (Tier 1): You're can not chat, reply, or react in a specific channel

Timeout (Tier 2): Works like the current Timeout

Mute (Tier 3): You're can not chat, reply, react, join voice chats, or have alts join during a mute
