Inverted @ mentioning (@ people who aren't of the specified role)

Its not a necessary or required feature, but it would be nice to target people who aren't in the specified role. It could allow some more flexibility. For a server I'm affiliated with, we have a group of people who joined our server but haven't taken the steps to become involved. There are also people who just like to hang around on the server to talk with us, but not really join us. I'd like to keep the announcements focused on mentioning the people who are actually involved without mentioning multiple roles or creating a redundant role to mention.

Like I said, not really needed, but a nice idea and could help reduce some unnecessary roles.
