Completely disable "Mention Everyone" @everyone @here as people still think it's working

Disabling "Mention Everyone" still lets users use the @everyone @here mentions (but doesn't actually notify anyone) and doesn't even notify them that it is disabled. I would like users to not be able to use those mentions AT ALL when "Mention Everyone" is disabled or at least have them see a notification saying it's disabled on the server and will not notify anyone. Thanks 👍
