Mention notification delay

When you get mentioned, instead of displaying a notification right away, discord could wait for like 5 seconds to see if the message was deleted, and if it was not, trigger the notification. This could be useful for preventing certain users to get pinged using an anti-ping bot or something

    I think bots should get an API endpoint that turns this on for the duration of their gateway connection. That way the current behavior is followed if no bots are online that say they check messages.
