New Pinning Feature

I am suggesting a new way to pin messages, calling it something such as Lock Message.

Now, this feature wouldn't replace the old pin, but instead it would be an option when pinning messages that you can toggle.

Basically, this feature will lock these pinned messages in place (maximum of 1 message per channel, with a word limit of 100~). Therefore, no matter how many messages are sent, the locked messages won't move up. Instead, new messages will appear above it.

This feature would be useful for Community Servers specifically, just to pin a quick reminder or something of those sorts right there in the chat, primarily because many people don't think to click the pinned messages box for rules, formats, etc, nor do many of them read the channel info section.
