Add a "Replies and @mentions" server notifications setting

I'd like an option to be notified when someone replies to one of my messages, even if they chose not to ping the original author. This could help people with many servers or muted channels stay engaged in conversations more often.

  I often see replies to my messages hours since they were sent. Having the option to receive pings for my replies would help me keep up with conversation branches before they become less relevant.
