An ability to mute members while they are not in a voice channel

If you want to mute or unmute server member while they are offline or just not in a voice channel, you won't be able to do this now, this ability appears only if member joins voice channel. My idea is to add the ability to check and to change member's mute status while he is also not in the channel.
