Be able to tag a user without pinging the user

Hi,

i am currently developing a bot and some of the commands i want to pass Users to the command by a mention, but I dont want to ping them so they get notified of it everytime I execute a command on them. Maybe introduce a new possibilty to tag someone but without pinging... @user pings someone, what about a different prefix e.g. &user to mention someone, but without pinging?
