Text To Speech

Ability for mobile /tts command to work. Either allowing sound on mobile or just pushing to desktop at a minimum so desktop users hear the tts but the command came from a mobil user and the mobile users interaction doesn't change, this inturn might spark discussions still via chat for the mobile user still.
