Can't create an announcement channel

In my server I can't create an announcement channel or edit it to an announcement channel. I saw on internet that this feature not for everyone available is. is that correct? I boosted my server i have many options to do except an announcement channel. Please help

  Hello,

  Go to Server Settings > Enable Community and make the necessary settings from there. You can create an official #announcements channel there.
