Give servers the option to have quotes and/or replies

Servers should be given the option to disable/enable quotes if they want. I don't understand why a perfectly suitable feature would be removed, when you could just give individual servers the option whether to have it or not. Both replies and quotes have benefits, it doesn't make sense to remove one in exchange for the other in my opinion, and the server I mod for definitely agrees.
