Mute a specific person

To start with: blocking should 100% do this anyway, and the current block system is something I have a lot of problems with too, especially as my friend just had someone harass her incessantly and she had to make a new account. This request is about blocking server notifications from a specific person though, even if it doesn't fully block messages.

I have servers I want to follow that have great communities, but also just have that one guy who messages the server in every channel every five minutes with whatever mundane thing he happens to be doing. If Discord won't improve their blocking system, then at the very least I want to be able to block server notifications from these people.
