[Feature request] channel rule overlay/pinned comment automatically come up

This is probably really small and doesn't really matter, but I think it would be useful - especially in public servers - if you can sort of write a text for introduction, rules or relevant info that would appear upon going into a different channel. I'd imagine you'd be able to disable it as well, to stop seeing it, but all people would see it upon opening it. It could have the information and rules that you need for the channel, and there would be no discrepancy about them "not seeing the rules", for instance. It would be better than just having one channel for all the rules, because you can have channel specific rules (like "no memes here" or "only talk about fox metagame here"), and it would also be closer-to-hand, so you can see the rules for each channel only when you need to/are in the channel. It could also have links that you need in the channel, or relevant resources. It would be sort of a pinned comment, but written specifically to introduce the channel, and that the people going onto it literally can't miss. 

Sort of looking like that. It would just be the channel name, the description, the rules, the resources, and an option to disable the message (there would be a button to recall it, for the links and stuff) . People wouldn't have to have one per channel, but you could be able to have one. As I said, it would be mostly for the big public servers. That's just how I imagined it looking like.
