Different Authorization for A) "Assign Roles to User" and B) "Manage/Create/Edit Roles"

Dear Devs,

It would be great if we could split the current "Manage roles" up to two authorization objects:

A) one for users that are able to assign roles (lower than their current one) to others

B) one for users(administrators mainly) to create/edit/delete roles
