Split "attach files" permission by file type

Currently, there is a single permission to allow users to attach files in a text channel. I would love if there were more granularity for this permission. 

For example: I want to allow users to attach images, but not videos.

I would recommend splitting into the following:

• Attach file (legacy, controls all file attachments)
• Attach image
• Attach video
• Attach sound
