Failed Uploads Still Trigger Slowmode

If a channel has a slowmode, and you post something whose upload fails (say, the file was >8MB) the slowmode still triggers and you have to wait the slowmode out even if you’ve posted nothing.

  Is this about forum posts? If so, their slow mode is very broken - it applies when a URI was disallowed too.
