Owners or members with the Administrator permission could Edit others messages.
Owners and Administrators of a server should have the ability to Edit anyone's messages. When they edit said message, I believe under the message (where it normally says edited) it should say "edited by (said persons Discord username)" to prevent any abuse or impersonation. This could be helpful in multiple ways, including if you're the owner and one of your admins have a message up and it needs to be updated, then the owner could update it if said admin is not responding.

No, definitly not! The messages belong to the user who writes it.
I think the way how it is, is fine.
Owner / Admins / Mods can delete messages if necessary and not more.
Otherwise you could fake messages or manipulate them.
