Allow rate limiting of dangerous actions (kick/ban) for certain roles

I might have moderators, or trial moderators - things like that that are newly trusted but shouldn't be able to nuke the server.

If I can allow like a 5 minute ratelimit for them, they can't ban everyone before we catch on.

    Hey its something you learn by time. Trial mods dont get any perms at all.
    Mods get kicking perms 
    admins banning perms and admin perm.
    you figure out the procedure of trust factor inbetween or 
    i can come train you in doing it np x)
