Allow for there to be a comment feature for individual images in image only channels.

A common reason why image only channels exist is to allow the channel to be more clean. The downside to this is that this limits discussion for images to a screeching halt and the alternative isn't much better either. The issue with having an image channel that allows text is that users tend have limited discussion on a single image before another image is uploaded and the flow of conversation is partly disjointed. This problem is most annoying in art servers.
