Add the ability to sort server channels and categories yourself, instead of mods and owners doing it.

I'm on several servers that have insanely disorganised channels and categories and/or often change them. I find myself having to constantly scroll down to get to a channel I talk a lot in. I'm suggesting that there should be a setting that the owner of the server can change, which allows people to sort the server channels if they would like.

  Similar to how Slack does channel management, in some sense?
