Pop-up message upon first looking at a channel

A suggestion, but basically having some admin/owner-created message appear when you come into a channel that a user MUST read prior to submitting anything into the channel. Pinned messages exist, sure, but many users can neglect to look at them. Example: A channel specifically meant for glitches and glitches only, not conversation, could have a pop-up message (similar to the NSFW warning) saying “This channel is for glitches/bugs only! All conversation should be kept in: #(enter your main/general chat here)!”.

  I'm completely with this idea. Wayyyy too many people can't read channel descriptions or pinned messages.
