Bandwidth management. Disable Video should disable video.

disabling video does not stop the server sending the video to the client. ergo making it impossible for a user with a poor connection to stay happily connected to a voice room with someone uploading live video. even with 'video' disabled on the client with the poor connection.

    This is a big issue for one of my users with serious bandwidth limitations.  He is unable to join any voice call if someone is streaming or sending video as it kills his connection immediately.  He would really like an option to disable all incoming video, as that would allow him to still participate in voice.
