The ability to deactivate the X from embeds

I am an admin for a server where we use embeds for our rules.

I am sometimes worried that a moderator may delete the embed by mistake and delete the rules - is there a way to hide it without removing "Manage Messages"? And if not, it would be amazing if there could be a way not to let people delete it.
