Add a /whisper command for DMs

Basically, it is a command that allows you to send a message to someone without them receiving any notification, other than that it works just like a normal message.

My friends never have functioning sleep schedules or remember to turn our notifications off before sleeping or taking a nap, and I've woken them up with message notifications countless times. I just wish I had a way to send them a message that wouldn't give them a notification but they would see when they wake up (don't wanna wait to send the message because I might forget).
