Webcam streaming being tied to the same perm as streaming a game is a moderation nightmare
I moderate a large discord server, over 200k users. A common issue we have run into is users violating our rules via webcam streaming. This varies from NSFW, hate speech, or even mute evasion. We are a fairly strict server, but also one with a singular focus on a game. As such, we don't want users to be able to stream their webcams. However, if we were to try to disable this, we would remove a very popular thing on our server, people streaming their games. Because of this, we are put into a situation where we cannot effectively moderate our voice rooms without making a massive negative impact on our userbase.
I believe that the perm should be split into two. One that allows webcam usage, and one that allows for standard streaming prior to webcam implementation. This way, servers can better customize their user experience to fit the needs of it.

It probably wouldn't help much. It would be too easy to get around this kind of restriction. If you allow streaming games, people can stream any window on their computer; including some other program showing their cam.
