Server Members Admin over categories

To allow Certain Members to be Admins over certain Categories instead of general server admins.

This gives more freedom for these members to customise the category instead of asking the the server admins for a role

    This would be great for things like servers for a specific game that have several factions of players. They would be able to have someone create a category for them and give them admin over that category for their faction. Then they could have some public, discoverable, channels where new players could ask about joining and know they exist but also have hidden channels for members of that faction only. You can get this functionality with the existing permissions, but it would take the load off the server admins by placing it on the faction leaders and officers.
