Why are moderation tools gated behind server boosts?

Okay there's a lot wrong with the way threads were rolled from a moderator perspective, but this is the worst by far - This should absolutely not be a thing that needs to be paid for? This is a moderation tool. Don't make the (unpaid, volunteer) moderators of servers' jobs harder.
