View message history breaks reply and reactions

Wanted to setup some basic security in my server. Set it so that new members could not view message history. When I did this, it broke the ability for other members to reply and add reactions. The add reactions permission was set to true, but they still could not add reactions. It seems like view message history is oddly integrated with reply and reactions.
